Sounds like a tourist needs a guide to keep people away and another guide to show the sights.
A lot of people hire guides just to get rid of the locals.
Seems like you’re just promoting your tour agency by asking this question. Even if you could guarantee zero harassment, Egypt isn’t the kind of place people looking for luxury vacations would want to visit. There are plenty of other places offering luxury and safety.
Egypt can be safe if you go with high-rated guides you can find on sites like Viator or Get Your Guide. It’s an amazing country, especially Luxor.

For example, some tour operators act like they’re just giving advice but are really trying to advertise their own tours. That makes me wonder if they’re trying to manipulate people for money. Just saying.
I’ve been to Morocco, and the pushy scammers in Marrakesh made me never want to go back. The smaller towns were fine though. I’ve heard the same about Egypt, so I’ll avoid it.
It’s not just the tours. I’ve been to Egypt, and I’m sure the harassment, scams, and other stuff that people mention exists, but the real deal-breaker for me was the lack of infrastructure. The places are just not maintained, and even if the ancient sites are fascinating, the country is just full of rubble. They need to start caring for these treasures. If I go to places like Luxor, I expect the place to feel special and not like a dust bowl. Just my opinion.
I’m honestly shocked by the number of people giving these bad reviews when some of us have had such good experiences. I’ve been to Egypt with family twice, and the last time was just last year. Never had an issue with scams or harassment. The historical sites are so rich, and you’ll have an experience like no other. If you’re planning to go, just do your research on the places you visit.
